On the 27th, the “5·27” major explosion accident investigation report of Weifang Gaomi Shandong Youdao Chemical Co., Ltd. was released. According to the approval of the Shandong Provincial People’s Government for the investigation report, 10 people were advised to be held criminally liable in accordance with law, and 49 people were advised to receive disciplinary actions within the Party and administrative/oversight sanctions, as well as organizational handling. It is reported that at around 11:53 a.m. on May 27, 2025, a major explosion accident occurred at Shandong Youdao Chemical Co., Ltd. in Gaomi, Weifang, resulting in 12 deaths and 19 injuries, with direct economic losses of 58.602 million yuan (RMB). On May 28, the State Council’s Work Safety Commission put the investigation and handling of the accident under special supervision. After investigation, it was determined that the accident was a major production safety responsibility incident caused by such factors as defects in process technology, the unauthorized use of unqualified raw materials, improper selection of material-transport equipment, missing risk-control measures, investigation and rectification of hidden hazards being carried out in a perfunctory manner, and organizing project construction and production in violation of regulations; it was also attributable to local Party committees, governments, and relevant departments failing to perform their duties properly. According to the approval of the Shandong Provincial People’s Government for the investigation report, 10 people including Youdao Chemical’s general manager and legal representative Zhang Bensong were advised to be held criminally liable in accordance with law, while 49 people including Wei Aihua, deputy director of the Gaomi Chemical Industry Development Service Center, were advised to receive disciplinary actions within the Party and administrative/oversight sanctions and organizational handling.
