In remarks at the 2026 National Two Sessions, National People’s Congress deputy and iFlytek chairman Liu Qingfeng proposed strengthening AI research and ecosystem development on independently controllable computing platforms, and laying out major next-generation AI projects. He proposed launching a national-level artificial intelligence initiative, organizing national laboratories, leading enterprises, and scientific research institutes to work together on tackling joint breakthroughs, and strengthening large-model R&D reconnaissance and ecosystem development on domestic computing platforms; exploring “quantum computing enabling AI” and opening up a new path to break through computing bottlenecks; developing a brain-inspired new generation model architecture to achieve breakthroughs in bottlenecks such as high energy consumption and explainability, thereby winning an early advantage for China in the competition for next-generation artificial intelligence; using central state-owned and state-controlled enterprises as demonstration and to lead the effort to grow and strengthen the domestic ecosystem, and forming a closed loop covering standards, procurement, and performance evaluation. He called for improving supporting policies for the “AI+” special action by central state-owned and state-controlled enterprises, accelerating the establishment of a standards system, procurement catalog, and performance evaluation mechanism for independently controllable large models within central state-owned and state-controlled enterprises, and promoting the comprehensive adoption of domestic solutions.
