According to the Xinhua Morning News, the person who took the footage, Shenzhen resident Ms. Zhao, said that around 8:30 p.m. on April 3, a man was smoking at the platform. She asked the police officers on duty at the platform, and the officer told her that Shenzhen allows smoking on high-speed rail platforms, so he couldn’t do anything about it. If she was dissatisfied with the person smoking on the platform, she could only complain through the mini program.

On April 4, a reporter from Red Star News contacted the 12306 Guangzhou Railway Customer Service Center to ask about whether smoking is allowed on high-speed rail station platforms. The call operator clearly stated that all high-speed rail station platforms in Shenzhen are fully smoke-free. If anyone violates the rules, they can directly report it to onsite staff. Regarding the “no one manages it” situation reflected by Ms. Zhao, the call operator said they would pass the matter on to the station for verification.

According to Shenzhen Evening News, under the “Shenzhen Special Economic Zone Tobacco Control Regulations,” all outdoor platform areas of public transportation such as Shenzhen’s high-speed rail stations and railway stations, as well as the areas where waiting lines are located, are all no-smoking areas. Passengers and fellow citizens can use the “Don’t Smoke Anymore” mini program for “tobacco control quick reports,” to投诉 and举报 at any time. Currently, at all high-speed rail and railway stations across Shenzhen, including Shenzhen North Station, Futian Station, Shenzhen Station, etc., smoking is prohibited within the entire platform area and within 5 meters of station entrances and exits.

Pursuant to Article 36 of the “Shenzhen Special Economic Zone Tobacco Control Regulations,” if a person smokes in a no-smoking area in violation of these regulations, the health and wellness authorities and other relevant departments shall order them to make corrections, impose a fine of 50 yuan, and confiscate the cigarettes on the spot; if they refuse to make corrections, they shall be fined 200 yuan; if there are circumstances such as obstructing law enforcement, they shall be fined 500 yuan.
