It appointed Chang Junhong (female) as Assistant Minister of Finance; appointed Lei Xiaowu as Vice Minister of the National Bureau of Statistics; appointed Wang Jianbo as Vice Minister of the National Energy Administration; appointed Yao Laixing as Director of the State Tobacco Monopoly Administration. It removed Zhao Zenglian from the position of Deputy Commissioner-General of the General Administration of Customs; removed Yao Laixing from the position of Vice Minister of the State Taxation Administration; removed Sheng Laiyun from the position of Vice Minister of the National Bureau of Statistics; removed Zhang Jianmin from the position of Director of the State Tobacco Monopoly Administration.
