Two departments: Charge satellite operators for radio frequency spectrum usage fees based on the actual bandwidth occupied by space services.
The National Development and Reform Commission and the Ministry of Finance have issued a notice on optimizing and improving the standards for fees for radio frequency usage.
I. Optimize the fee standards framework for space services. For non-geostationary orbit (NGSO) satellite constellation systems and network-operated geostationary orbit (GSO) satellite systems, fees are adjusted to be collected from satellite operators based on the actual bandwidth occupied by space services, instead of being collected, according to space radio stations and earth stations, from satellite operators and station-setting entities within the network. For NGSO satellite constellation systems with fewer than 200 constellation satellites, fees shall be charged based on the number of space radio stations; for NGSO satellite constellation systems with 200 or more constellation satellites, fees shall be charged uniformly on a per-system basis.
II. Reduce fee standards for high-frequency bands. For NGSO satellite constellation systems, network-operated GSO satellite systems, microwave stations, and broadband wireless access systems, fees shall be broken down into tiers based on whether the frequencies are higher or lower; for some high-frequency band frequencies, lower fee standards shall be applied.
III. Establish fee standards for new types of radio applications. Specify the fee standards for radio applications such as the 5G—R dedicated railway wireless communication system, industrial private networks, unmanned aircraft system (limited to those with licenses), and broadband digital trunked communication systems.
