The meeting reviewed and approved the relevant personnel appointments and dismissals, and decided to appoint He Qing as Deputy Mayor of Shanghai.

He Qing was born in 1972 and is currently 54 years old. He is from Xiangtan, Hunan. He graduated with a bachelor’s degree from Shanghai University of Engineering Science and Technology, majoring in technical economics in the Department of Management Engineering, and later obtained a Master of Business Administration degree from China Europe International Business School. He has long been engaged in the financial sector, with experience spanning banking, securities, and insurance, and possesses a comprehensive financial professional background. Within Shanghai’s financial system, he has accumulated extensive management experience and cross-industry work history.

According to publicly available resumes, He Qing began working in the 1990s. He initially worked at the Shanghai Branch of the Industrial and Commercial Bank of China (ICBC). After several years, he moved to JPMorgan Chase Bank, where he served as the manager of the Corporate Finance Department at the Shanghai Branch. In 2001, he joined Bank of Shanghai, where he was promoted step by step from deputy manager and then manager of the International Business Department at the Pudong Branch to vice president and member of the Party Committee, serving in that role for 14 years. During this period, he was also dispatched abroad on a government assignment to study at the University of California, Los Angeles.
