China News Service, Guangzhou, March 31 (Reporter Xu Qingqing) According to the “Guangzhou Housing Provident Fund 2025 Annual Report” released by the Guangzhou Housing Provident Fund Management Center on the 30th, in 2025, the amount of housing provident fund contributions in Guangzhou reached 137.648 billion yuan, setting a new record high. By this time, the total housing provident fund contributions in Guangzhou have exceeded 100 billion yuan for five consecutive years.

The above annual report shows that in 2025, there were 185,600 units contributing to the housing provident fund in Guangzhou, an increase of 5.15% year-on-year; the contribution amount was 137.648 billion yuan, an increase of 4.87% year-on-year. Throughout the year, 2.7484 million depositors withdrew 114.126 billion yuan, with the withdrawal amount increasing by 0.76% compared to the previous year. A total of 44,900 personal housing loans were issued, amounting to 43.041 billion yuan; the year-over-year growth rates were 16.19% and 40.25%, respectively.

Guangzhou continues to optimize the policies for using the housing provident fund, supporting depositors’ rigid and improved housing needs. First, implement the “business-to-public” personal housing loan program. By the end of 2025, 2,851 loans totaling 1.814 billion yuan had been issued, expected to save borrowers approximately 122 million yuan in interest. Second, optimize the withdrawal policy for housing provident fund to pay for home purchase down payments, achieving “full coverage and no discrimination”; in 2025, 12,000 people withdrew down payments totaling 2.489 billion yuan. Third, support the full lifecycle of housing, including new updates of old elevators and allowing withdrawals for original-to-original redevelopment, aiding in the renovation of old residential communities and urban renewal.

As a nationwide pilot city, Guangzhou continues to deepen the participation of flexible employment personnel in the housing provident fund system. By the end of 2025, flexible employment workers had opened a total of 119,800 accounts, with a total contribution of 1.331 billion yuan; 709 loans totaling 286 million yuan were issued to flexible employment workers.

The Guangzhou Housing Provident Fund Management Center stated that in 2026, it will focus on serving the two major systems of the housing market and housing security, continue to expand the coverage of the housing provident fund system, fully leverage the role of the housing provident fund in safeguarding people’s livelihoods and benefiting the public and enterprises, and help build a new model for real estate development.
