Recently, China Power Construction’s virtual power plant business has achieved a new breakthrough. On March 24, the first virtual power plant project—the Ningxia regional virtual power plant project—was officially put into operation. After the project is formally commissioned, it will fully leverage four core functions: ensuring grid safety and reliable power supply, enabling efficient absorption of new energy, helping users save energy and reduce carbon emissions, and providing smart energy-use services. It will provide users with safer, more efficient, lower-carbon, and smarter energy services, helping expand new business formats in smart energy and improve an integrated energy services system.

The project was launched in August 2025. Through a full-chain effort including方案设计 (solution design), platform development, resource aggregation, integrated debugging and joint trial runs, and functional verification, it successfully passed the review of the Development and Reform Commission of the Ningxia Hui Autonomous Region and received official approval. This is a milestone project for the company’s Northwest Power Sales company to deeply implement the national “dual carbon” strategy, carry out the Group’s digital transformation deployment, and build its distinctive “digital energy butler” service brand. After the project is formally commissioned, it will fully leverage four core functions: ensuring grid safety and reliable power supply, enabling efficient absorption of new energy, helping users save energy and reduce carbon emissions, and providing smart energy-use services. At the launch ceremony, Guo Wan hong, Party Secretary and Chairman of the power sales company of China Power Construction, pointed out that the successful launch of the virtual power plant is an important milestone in the company’s digital transformation and green, low-carbon development process, and also an innovative practice in cultivating new quality productive forces and expanding new business formats for electricity services. He emphasized that the company is currently in a critical stage of starting strong and opening new horizons in the “14th Five-Year Plan and the 15th Five-Year Plan” period of high-quality development. As a new type of energy management and control platform featuring digitization, aggregation, and intelligence, the virtual power plant is a key lever for the company to strengthen comprehensive service value-add and enhance its core market competitiveness. It is of great significance for serving the construction of a new type of power system and for implementing the national “dual carbon” strategy.

Guo Wan hong put forward three requirements for project operations and future development: First, align with strategy and strengthen the main business—accelerate the multi-provincial rollout and large-scale operation of virtual power plants, continuously polish the “energy butler” service brand, and make every effort to build a new benchmark in smart electricity sales; second, reform and innovate, strive for excellence and continuous improvement—promote deep integration of the virtual power plant platform with new energy, energy storage, and integrated energy services, and continue to cultivate new advantages in enabling data and intelligence; third, serve the overall situation and shoulder its mission—fully leverage the core role of virtual power plants in areas such as energy supply assurance, green and low carbon initiatives, and grid support, demonstrating the power investment company’s new commitment and new actions.
