Fujian: Exploring the Promotion of "Computing Power Going to Sea" to Accelerate the Cultivation of New Oceanic Tracks

On March 31, a meeting of the provincial and municipal marine authorities for the national ocean economy development model zones for Fuzhou and Xiamen was held in Fuzhou to speed up the building of the demonstration zones. Yan Zhihuang, Party Secretary of the Party Leadership Group and Director of the Fujian Provincial Department of Ocean and Fisheries, attended the meeting and delivered remarks. The meeting heard reports from the marine and fisheries authorities of Fuzhou and Xiamen on their work, analyzed the problems currently present, and studied measures to advance the next phase of work.

Yan Zhihuang pointed out that we should improve our political standing. We must thoroughly study and implement the spirit of the important article “Promoting the High-Quality Development of the Marine Economy” published in the “Qiushi” journal, firmly establish and practice the correct view of political achievement, keep in mind the instructions, and work with gratitude and determination. We should firmly shoulder the mission and responsibility of taking the lead in demonstration, accelerate planning and advancing the construction work of the new round of model zones, and strive to show new accomplishments in the new journey of building a strong maritime power, in order to resolutely support the “two establishes” and firmly practice the “two safeguards” through practical and effective work.

Yan Zhihuang emphasized that General Secretary Xi Jinping has personally cared about and provided guidance on accelerating the construction of the national ocean economy development model zones in Fuzhou and Xiamen, and put forward important requirements. We must earnestly enhance our sense of responsibility and mission, take more proactive and enterprising actions, strengthen work alignment and linkage, and scientifically plan relevant policy frameworks, construction goals, and demonstration tasks for the model zone development. We should carefully compile the plans for the construction of the new round of model zones and deeply integrate into the overall situation of the whole country.

We should highlight “mechanisms that are invigorated.” Adhering to important concepts such as “innovation-driven leadership, coordinated planning for land and sea, green and low-carbon development, and open and coordinated cooperation, with safety that is controllable,” we should further strengthen efforts in institutional and mechanism innovation in the model zone. We should conduct forward-looking, pioneering, and integrated explorations in the marine field, and strive to have major national policies, major reforms, major projects, and major pilots implemented and demonstrated in the model zone.

We should focus on improving connectivity and enhancement. Centering on “consolidating achievements, focusing on key priorities, and achieving breakthroughs through innovation,” we should coordinate the continuing deepening of tasks from the previous round of creation and precisely focus on the tasks for the new round of construction. We should promptly summarize typical experiences and results at the stage of demonstration tasks, and promote “replication within the province and wider application nationwide,” to drive high-quality development of the marine economy across the whole province, and continuously build national demonstration benchmarks.

We should focus on key sector directions. Further overall planning is needed for marine development and protection, including conducting comprehensive marine surveys between Fujian and Taiwan, and accelerating progress in developing bay economies and comprehensive development of islands. By focusing on key fields such as deep-sea engineering, digital ocean, blue medicine repositories, and marine carbon sinks, we should expand scenario-based demonstration and application such as Star-Sea interconnection, unmanned vessels, marine low-altitude economy, and intelligent offshore aquaculture in the deep far sea. We should jointly build an integrated and deeply integrated “Maritime Fujian” overarching platform, explore and advance “computing power going to the sea,” and accelerate the cultivation of new marine tracks. We should continuously innovate a development support system of “laws + policies + mechanisms,” and open up channels for institutional innovation in areas including bay linkage, resource allocation, factor flow, industrial collaboration, market integration, and governance coordination. We should adhere to innovation-driven development as the core and industrial clustering as the path, deepen the integration of the “four chains,” build clusters of high-tech marine industries, fully develop a modern marine industrial system, and cultivate and expand new growth points for the marine economy.

We should implement targeted advancement, paying greater attention to efficient coordination and linkage. Improve the closed-loop mechanism for advancing work, strengthen project-driven efforts, roll out the construction of a key projects pool for the marine economy, and support the model zone in accelerating construction and improving quality and efficiency. Accelerate the creation of new growth points in marine industrial chains: extend the value chain of traditional marine industries, upgrade the value chains of emerging and distinctive marine industries, take a forward-looking layout for future marine industrial chains, achieve a revitalization and upgrading of the marine industry, and continuously raise the contribution rate of the marine industry to economic growth.

We should strengthen coordinated and scheduled dispatching. Advance the mechanisms for provincial and municipal efforts to strive for major matters such as policies, projects, and platforms, and improve allocation of resources and factor support. We should improve the monitoring and evaluation system for the marine economy, strengthen dynamic analysis and judgment, and do a good job in dispatching and running key indicators of marine industries. We should further explore development potential to ensure that the marine economy achieves a reasonable increase in quantity and an effective improvement in quality, injecting strong momentum into economic powerhouse provinces to shoulder major responsibilities.

Yan Zhihuang requested that we strengthen organizational leadership, continuously deepen the integrated development and co-construction between ministries and provinces, and the joint consultative mechanism and departmental linkage mechanism among provincial and municipal marine authorities. We should strengthen factor guarantees and promote the establishment of a marine industry fund to guide financial resources and data factors to cluster in the marine sector, and strengthen the efficient integration of land-sea resource factors and coordinated development. We should strengthen publicity and guidance, deeply carry out the “Three Striving” campaign, deepen mechanisms of “positive incentives” and “reverse constraints,” tell well the stories of model zone development, and create a favorable atmosphere for speeding up model zone construction.

At the meeting, leading persons in charge of the Fuzhou Municipal Bureau of Ocean and Fisheries and the Xiamen Municipal Bureau of Marine Development, senior leaders of the bureaus in attendance, the Chief Commander of the Provincial Marine and Fisheries Law Enforcement Corps, a Second-level Inspector and Chief Engineer, as well as persons in charge of relevant departments in the agency and relevant subordinate units, participated in the meeting and delivered exchange remarks.
