On March 27, Li Zhen, Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council, delivered a comprehensive introduction at the “Enterprise Discovery and Invention Forum” session of the 2026 Zhongguancun Forum Annual Meeting on the remarkable achievements of technological innovation by central enterprises. Focusing on the new round of technological revolution and industrial transformation in key areas such as biotechnology and bio-manufacturing, he put forward three cooperation proposals to global innovation forces, to help develop new quality productive forces and promote high-quality development. First, we should jointly strengthen original innovation and lay a solid technical foundation for the deep integration of technological innovation and industrial innovation. State-owned central enterprises are willing to forge ahead into the uncharted areas of technological innovation together with global innovation forces, to distill fundamental scientific questions arising from the development and engineering practice of the bio-manufacturing industry, strengthen basic research and positive R&D, and jointly conduct foundational, frontier, and common-technology research in the field of biotechnology, so as to address the health challenges, resource bottlenecks, and environmental crises faced by humanity through high-quality technological supply. Second, we should jointly give full play to the role of main actors and grasp the core and key issues for the deep integration of technological innovation and industrial innovation. Third, we should jointly promote the transformation of results and make the implementation pathways for the deep integration of technological innovation and industrial innovation more accessible. State-owned central enterprises are willing to work with global innovation forces to proactively align with transformation needs, jointly build transformation platforms, accelerate the improvement of transformation mechanisms, better leverage the advantages of market scale and application scenarios, speed up technological application and iteration upgrades, bring more biotechnology achievements from laboratories to production lines, and transform them into real productive forces for the bio-industry—creating incremental markets for the global economy and providing development opportunities.
