Death penalty with reprieve! The first-instance verdict announced for Tan Ruisong, former chairman of AVIC, on charges of embezzlement, bribery, insider trading, and leaking insider information
On March 25, 2026, the Intermediate People’s Court of Dalian City, Liaoning Province, publicly pronounced in its first-instance verdict the case of former Party Secretary and Chairman Tan Ru-song of Aviation Industry Corporation of China, in which he was charged with embezzlement, taking bribes, insider trading, and disclosing inside information. For the defendant Tan Ru-song, the court sentenced him to 15 years in prison for embezzlement and imposed a fine of RMB 5 million; for taking bribes, the court sentenced him to death, suspended for two years, deprived him of political rights for life, and ordered the confiscation of all personal property; for insider trading and disclosing inside information, the court sentenced him to 6 years in prison and imposed a fine, decided to execute the death penalty, suspended for two years, deprived him of political rights for life, and ordered the confiscation of all personal property. The court ordered that all embezzlement proceeds and property be returned to the victim units, that all bribery proceeds and their proceeds (interests) be recovered in accordance with law, that the recovered funds be turned over to the state treasury, and that further recovery efforts continue for unlawful proceeds from insider trading.
After trial, it was found that from July 2003 to 2010, defendant Tan Ru-song used conveniences arising from positions such as Deputy General Manager of Aviation Industry Corporation of China Second Group Co., Ltd., and Deputy General Manager of Aviation Industry Corporation of China, to unlawfully appropriate public property totaling RMB 89.93 million; from 1998 to 2024, Tan Ru-song used conveniences arising from positions such as Deputy General Manager and General Manager of Harbin Dong’an Engine (Group) Co., Ltd., Chairman of Harbin Aircraft Industry (Group) Co., Ltd., Deputy General Manager of Aviation Industry Corporation of China Second Group Co., Ltd., and Deputy General Manager, General Manager, and Chairman of Aviation Industry Corporation of China, to provide assistance to others in matters such as enterprise mergers and acquisitions and contracting projects, and unlawfully accepted money and goods totaling the equivalent of more than RMB 613 million; from March 2012 to March 2023, as a person who had knowledge of the relevant inside information, Tan Ru-song, during the sensitive period for inside information, repeatedly engaged in securities transactions related to inside information and repeatedly disclosed inside information, explicitly and implicitly encouraged others to engage in securities transactions related to inside information, with circumstances that were particularly serious.
The Intermediate People’s Court of Dalian City held that the defendant Tan Ru-song’s conduct constitutes the crimes of embezzlement, taking bribes, insider trading, and disclosing inside information. Tan Ru-song’s embezzlement amount was exceptionally huge; his taking bribes amount was exceptionally huge as well, and it caused exceptionally major losses to the interests of the state and the people; the circumstances of his insider trading and disclosure of inside information were particularly serious, and he should be punished in accordance with law, with the crimes to be sentenced concurrently and punished in a cumulative manner. Given that in the crime of taking bribes, Tan Ru-song had an attempted circumstance; that after he came under investigation he truthfully confessed his crimes; that he proactively disclosed embezzlement facts and some facts of taking bribes, insider trading, and disclosing inside information that the investigating authorities had not yet mastered; that his crime of embezzlement is constituted by surrender; that he had major meritorious performance; that he pleaded guilty and showed remorse, and actively returned the stolen money. The property and fruits/interest of what he embezzled and took as bribes had all been recovered. For the crime of taking bribes he was sentenced to death, which may not be immediately executed. For the crimes of embezzlement, insider trading, and disclosure of inside information, he could be given a lighter punishment. The court therefore made the above judgment.
It is reported that on October 30, 2025, the Intermediate People’s Court of Dalian City, in accordance with law, held a court hearing to try the case. During the trial, the procuratorial organ presented relevant evidence; defendant Tan Ru-song and his defense attorney carried out cross-examination and challenged the evidence. Under the court’s chairing, both sides fully expressed their views. Tan Ru-song made his final statement in court and said on the spot that he pleaded guilty and showed remorse.
