Trump’s strategy appears to be to exploit this split: releasing peace signals to Iranians from the president’s direction while claiming that the Islamic Revolutionary Guard Corps is an obstacle to dialogue. This could trigger internal turmoil and ultimately could lead to a change of regime, or at least bring about an unstable situation.
