【Exclusive】Multiple provinces to accelerate large-scale development of hydrogen energy Fujian plans to promote pilot applications of hydrogen energy in various fields

People’s Finance News, April 1—Recently, relevant national ministries and commissions have jointly launched a pilot program for comprehensive demonstrations of hydrogen energy applications. From the local perspective, reporters from People’s Finance News exclusively learned that multiple provinces will advance large-scale development of hydrogen energy this year and study related supportive policy measures: ① In 2026, the Fujian Provincial People’s Government Work Report proposed implementing an action plan for cultivating and developing future industries, with strong efforts to develop key areas including green hydrogen, exploring diverse technical routes, typical application scenarios, and viable business models. This year, Fujian plans to strengthen platform development such as the JiaGeng Laboratory and the Gule green hydrogen pilot production base, focusing on technology breakthroughs, application pilots, and scenario promotion, to advance scenario exploration or application pilots for hydrogen energy in areas including transportation, marine sectors, smart power grids, and infrastructure development. ② This year, Inner Mongolia will quickly advance “production-storage-transport-use” across the entire industrial chain as a first-mover pilot, carrying out five key tasks: enhancing innovative capabilities, improving the quality and efficiency of wind/solar-to-hydrogen production, expanding demand for green hydrogen, building basic infrastructure, and strengthening and extending the industrial chain. Next, it will accelerate the construction progress of wind/solar-to-hydrogen integrated projects, advance the construction of green hydrogen pipeline networks featuring “one trunk, two rings, and four outlets,” and focus on exploring new breakthroughs in large-scale green hydrogen production and cost reduction and efficiency gains. ③ During the “15th Five-Year Plan and the 5th Five-Year Plan” period, Guangdong will focus on breaking through key core hydrogen-energy technologies such as fuel cells and high-efficiency water electrolysis cells, accelerate the cultivation of a full industrial chain of “production-storage-transport-fueling-use” for hydrogen energy, and actively promote demonstration applications of hydrogen energy in sectors including transportation, industry, and energy. Relevant policies are still under research and formulation. ④ During the “15th Five-Year Plan and the 5th Five-Year Plan” period, Jiangsu Province will prioritize developing the hydrogen-energy industry, with efforts aimed at building hydrogen-energy industrial clusters with a well-reasoned layout and leading position within China. This year, it will actively explore multiple hydrogen storage and transport methods to reduce hydrogen storage and transportation costs. Coordinate the overall layout of hydrogen refueling infrastructure, prioritizing the construction of refueling facilities in areas such as expressways, port logistics, and industrial parks. Support qualified regions in laying out hydrogen-energy transportation routes, and actively explore the construction of pilot hydrogen expressway routes.
