[Global Times Technology Comprehensive Report] On March 30, the 2026 Zhongguancun Forum annual meeting “Ultra-High-Definition Audio-Visual Technology Innovation Development Forum” was held recently. With the theme “Intelligent Integration in Ultra-High-Definition, A New Perspective of New-Quality Vision,” the forum hosted high-level dialogues and forward-looking discussions around new-quality productive forces in the audio-visual field, jointly drawing a new blueprint for the intelligent audio-visual industry.

Liu Jianguo, a member of the Party group and deputy director of the State Administration of Radio and Television, emphasized in his remarks that the Party and the government attach great importance to ultra-high-definition development and have included it in the national “two priorities” and “two new” policy support categories. The State Administration of Radio and Television will take developing ultra-high-definition as a major lever to implement the decisions and deployments of the Party Central Committee, promote deep integration of culture and technology, and develop new-quality productive forces. It will establish a working mechanism featuring inter-department coordination, cooperation between the central and local governments, and joint industrial development; implement the “Ultra-High-Definition Pioneer Action Plan” in Beijing, Shanghai, and Guangdong; and designate 2025 as the “Year of Ultra-High-Definition Development,” fully promoting end-to-end, end-to-end, full-chain integration and development of ultra-high-definition, and achieving positive results.

Liu Jianguo said that in 2026, the State Administration of Radio and Television will strengthen science and technology leadership and build a new engine for integrated innovation. It will promote upgrades of the content production and distribution system toward lightweight, integrated, and intelligent development, enabling the radio and television industry to improve quality and efficiency with new-quality productive forces; enhance independent capabilities and build a new high ground for core technologies. It will further increase efforts in independent innovation of end-to-end ultra-high-definition core technologies, and accelerate the localization and application of key core equipment, chips, and software. It will stimulate innovation in applications and expand new scenarios for audio-visual consumption. It will strengthen deep integration of ultra-high-definition technology with fields such as culture and tourism, education, healthcare, and sports, create new hot spots in the digital economy and consumer markets, and provide the people with richer, more personalized audio-visual services.

At the conference, Wen Gao, an academician of the Chinese Academy of Engineering, director of the Pengcheng Laboratory, and professor at Peking University’s Boya Chair, shared insights on the exploration and application of next-generation ultra-high-definition intelligent video coding and decoding standards.

Gao Wen said that China’s AVS standards with independent intellectual property rights have moved from “following” to “leading.” At the Milan Winter Olympics, all of the 8K one-stop solution supported by the State Administration of Radio and Television and built by the China Central Radio and Television Tower adopted the AVS3 standard, drawing global attention. Gao Wen also introduced two technical routes for the next-generation video coding standard (NGVC): first, an iterative upgrade of the traditional route, continuously optimizing reference frames, filters, prediction tools, and other components; second, introducing artificial intelligence and large-model technologies to enable prediction and estimation through neural networks, achieving higher compression efficiency.

Gao Wen revealed that AVS4 will integrate traditional and AI technologies to build more powerful coding tools. This year, Haidian in Beijing will complete a 16K ball-screen demonstration project, and he also recommended that Beijing build more 16K demonstration points to continue leading global ultra-high-definition development. He concluded that from AVS3 to AVS4, we need to both inherit traditional strengths and embrace artificial intelligence, creating more powerful video coding tools for use by the entire industry, society as a whole, and even the whole world.

Explorer Network Company CEO Olivier Chabode shared the applications and challenges of artificial intelligence in the ultra-high-definition industry. Guo Yifeng, a常委 member of the Party committee and vice president of Bank of Beijing, explained how Bank of Beijing creates value together in the artificial intelligence and audio-visual industry chain. Lu Yisi, chief strategy officer of the Co-Entropy Industry and Standard Innovation Service Center and former secretary general of the European Telecommunications Standards Institute (ETSI), interpreted how China’s technical standards build international influence.
