Ask AI: How are illegal actions by supervising doctors exposed—what medical regulatory loopholes does it reveal?

On March 24, Nanfang Metropolis Daily reported on 《Female university student undergoes checks while hospitalized—turns out the reports are fake! Multiple parties including Zhuhai Zhongshan No. 5th Hospital respond》, which sparked widespread social attention.

At around 21:00 on the 24th, the Affiliated Fifth Hospital of Sun Yat-sen University (abbreviated as “Zhongshan No. 5th Hospital”) published a 《Situation Brief》 on its official website in response to the matter. In the brief, the hospital stated that it had noticed media reports from Nanfang Metropolis Daily and others claiming that the medical test report of a certain patient during hospitalization had been forged. The hospital attached great importance to the issue. For the trouble and poor care experience this matter caused the patient, it sincerely apologized. At the same time, it expressed its heartfelt gratitude to the media and the broad public for their supervision and concern.

The brief also stated that, after further verification, the test report was indeed forged. The brief confirmed that the supervising doctor violated regulations by privately recommending that the patient send the tests out.

In addition, this 《Situation Brief》 also responded to certain focal questions that netizens were concerned about.

Focus 1: What role did the doctor play during the falsification process? Was there any exchange of benefits?

《Situation Brief》 response: In July 2023, the patient was hospitalized for treatment at the hospital. To further clarify the diagnosis, the supervising doctor recommended that the patient complete a “demyelinating antibody” test. Since the hospital had not yet carried out this project at the time, the supervising doctor violated regulations by privately recommending that the patient hand over a cerebrospinal fluid sample to Liang, a person who claimed to be a staff member of “Guangzhou Huayin Medical Laboratory Center,” and the family directly paid Liang 5318 yuan for the testing fee. In August 2025, when the patient returned for a follow-up visit at an outside hospital, the patient found doubts about the test report. After further verification, it was confirmed that the test report was indeed forged. After investigation by public security authorities, it was found that Liang used his convenience from working at a testing institution to forge the test report. At present, he has been prosecuted in accordance with the law for the crime of fraud.

The hospital actively cooperated with public security and the procuratorate organs, conducting in-depth investigations into the medical personnel involved. The Zhuxiang District People’s Procuratorate issued a reply letter to the hospital stating: “We have not found that relevant medical personnel conspired with Liang to jointly commit fraud, nor have we found that relevant medical personnel accepted any improper benefits from Liang.” Regarding the behavior of the supervising doctor violating regulations by privately recommending that the patient send the tests out, the hospital will deal with it seriously in accordance with relevant regulations.

Focus 2: After the incident occurred, how did Zhongshan No. 5th Hospital handle it?

《Situation Brief》 response: Since receiving the patient’s complaint in August 2025, the hospital, for the first time, expressed sincere apologies to the patient and family, and immediately arranged a specialist director to conduct a comprehensive assessment of the patient’s condition and the subsequent treatment plan.

The hospital has maintained communication with the patient at all times, jointly negotiating an appropriate solution, and providing full-range assistance for the patient’s subsequent diagnosis and treatment.

Focus 3: What problems existed at Zhongshan No. 5th Hospital in this incident?

《Situation Brief》 response: This matter profoundly exposed prominent problems in the hospital at the time, including an incomplete management system in the out-sent testing process, insufficient oversight of medical personnel’s diagnostic and treatment conduct, and weak risk-prevention awareness. These issues allowed criminals to take advantage of opportunities, seriously harming patients’ lawful rights and interests, and also letting down the patients’ trust in the hospital.

Focus 4: After the incident, how is the compliance of external testing ensured?

To plug management loopholes, in 2024, Zhongshan No. 5th Hospital, in strict accordance with relevant requirements from the National Health Commission, formulated and issued a series of rules and regulations, including the《Measures for the Management of External-Sent Projects at the Affiliated Fifth Hospital of Sun Yat-sen University》, to implement standardized, closed-loop management for external-sent projects. At the same time, it conducted strict selection and qualification assessment of external testing institutions, and organized a special warning and education training for all medical personnel across the hospital, resolutely preventing such incidents from happening again.
