[Caixin] Former Governor of the People’s Bank of China Zhou Xiaochuan stated that recent regional conflicts have intensified tensions between major powers, highlighting the necessity for enhanced international policy coordination. He expressed this view on March 25 during the Boao Forum for Asia Annual Conference 2026.

Zhou Xiaochuan believes that the world is in an imbalanced state in multiple aspects, including investment imbalances and capital flow imbalances. Solving these issues requires a multilateral mechanism rather than relying solely on bilateral or regional measures.

“The United States is indeed also under this global imbalance situation, but the U.S. has decided not to use the exchange rate mechanism, instead opting to use tariffs to address it,” Zhou Xiaochuan said. “Tariffs can lead to very tricky problems.”
