Looking at China's AI development from the "14th Five-Year Plan"

Reading through the “14th Five-Year” Plan outline, the central government’s discussion on artificial intelligence (AI) is noteworthy.

According to past experience, the order of chapters in the five-year plan reflects the Chinese government’s priorities for economic and social development in the coming five years. The “14th Five-Year” Plan consists of 18 chapters, with the fourth chapter focusing on the digital economy (the discussion on AI is mainly in the second part of this chapter) and the fifth chapter addressing the domestic market.

Indeed, the chapter on “digital economy” ranks higher than in the “13th Five-Year” Plan, and the government has set an important goal of increasing the value added by core industries of the digital economy to account for 12.5% of GDP by 2030, up from 10.5% in 2024. However, since AI was not a significant factor five years ago, it is reasonable for “digital economy” to hold a more prominent position in the “14th Five-Year” Plan.
