Beijing News reported (Reporter Chen Lin) “We hope that regulatory authorities will strengthen the regulation of ‘involutionary’ competition among platforms” “Can the coverage of ‘no disturbance without issues’ be expanded” … Recently, the Beijing Municipal Market Supervision Bureau held the first “Business Environment Salon,” inviting representatives from industry associations, platform enterprises, food companies, and tech innovation enterprises, as well as experts, for face-to-face discussions. At the event, company representatives were straightforward, making a series of concrete demands regarding market competition, regulatory enforcement, and more.
In response to the “involutionary” competition issue raised by companies, the Beijing Municipal Market Supervision Bureau made it clear: By 2026, it will focus on platform competition regulations in key areas such as accommodation and catering, continue to deepen comprehensive management of “involutionary” competition, dynamically improve the negative list of “involutionary” competitive behaviors, conduct compliance evaluations and “surprise inspections” on key platform enterprises, strengthen law enforcement against monopolies and unfair competition, guide companies to improve internal compliance management systems, and promote win-win development for platform companies and operators and workers within the platforms.
“The residential registration reform launched by the market supervision department has revitalized community bike sheds, cultural venues, and other previously idle or hard-to-use commercial space resources. By establishing community food stations, bookstores, and other convenience businesses, it has reduced our operational costs and made daily life more convenient for nearby residents.” A company representative on-site shared their experience of using community bike sheds for community convenience business activities.
A person in charge of the relevant department of the Municipal Market Supervision Bureau introduced that in 2026, it will continue to deepen the reform of the commercial registration system, focusing on efficient resource use and high-quality development needs, especially supporting the construction of convenience service spaces in cultural and tourism sports venues such as parks, museums, and sports arenas, while also promoting the improvement of technology innovation activities and supporting service space configurations in universities and research institutes in Beijing, further releasing the potential of operational space resources.
At the same time, this year will also focus on promoting the development of emerging industries. Referring to the standards for emerging industries and future industries set by the Market Supervision Administration, it will support companies in using terms that reflect relevant industry characteristics as name industry descriptions, facilitating the use of cutting-edge technologies or innovative terms in industry names to better support industry innovation; focusing on the reform of business scope standardization in strategic emerging and future industries, launching themed packages for scenario-based business scopes such as quantum technology and humanoid robots, making it easier for companies to select with one click; supporting companies in key fields to autonomously disclose characteristic projects, meeting the personalized needs of business development, allowing for a smoother and more worry-free establishment process.
In terms of “flexible regulation,” on-site, representatives from the Chaoyang District Guanzhuang Chamber of Commerce shared heartwarming cases of commercial mediation conducted in collaboration with market supervision offices: A restaurant was complained about for failing to update published information due to negligence. The market supervision office worked with the chamber of commerce to guide the rectification and reached an understanding with the complainant, achieving a win-win situation in regulation and service through “flexible mediation.”
Company representatives made suggestions regarding daily regulatory enforcement, hoping for continued deepening of the policy of no penalties for first violations and exemption from penalties for minor issues, as well as expansion of the “no disturbance without issues” coverage, to allow more honest and law-abiding companies to truly achieve “zero disturbance.” The person in charge of the relevant department of the Municipal Market Supervision Bureau responded that it will strictly follow the principle of “safety first,” continue to deepen regulatory enforcement reform, balancing regulatory intensity with service warmth. It will improve the dynamic management method of the “no disturbance without issues” enterprise list, comprehensively implement the “comprehensive inspection once” system, strengthen cross-departmental collaboration, reduce repeated inspections and multiple inspections of enterprises; vigorously promote non-on-site supervision and “QR code inspections,” truly achieving “no disturbance for law-abiding entities, and strict law enforcement against violators,” allowing companies to operate with peace of mind and pursue development confidently.
