【Caixin】 “With rapid technological advancements, instead of directly transmitting data, we are transmitting data applications, which already exist widely and will advance quickly,” said Jiang Xiaojuan, former Deputy Secretary-General of the State Council and Director of the National Data Expert Advisory Committee, at the Zhongguancun Forum on March 27. While continuously promoting compliant and convenient cross-border data transmission, “cross-border data applications” are showing broader development potential.

Jiang Xiaojuan explained that with the help of data processing technology, a large amount of raw data can be processed locally, only sharing the research and development results generated across borders. Through technical means, “cross-border data flow” is transformed into “cross-border data applications.” She pointed out that the sharing of clinical trial data across multiple countries is indeed a rigid demand for large multinational pharmaceutical companies, but medical data contains a significant amount of personal privacy and biological information, which belongs to the highest level of security and confidentiality, making it difficult to allow for comprehensive release and transmission across borders.
