【Aviation Safety】Hong Kong Civil Aviation Department's New Guidelines: Limit to 2 Urine Bags per Passenger, No Charging Devices Allowed on Board; Cathay CX Warns Excess Items Will Be Confiscated
In recent years, there have been instances of external lithium battery chargers (commonly known as “urine bags”) catching fire on aircraft. The International Civil Aviation Organization (ICAO) has updated its guidelines, limiting passengers to carrying a maximum of 2 urine bags, and the Hong Kong Civil Aviation Department has also followed this latest practice.
On Saturday (28th), the Civil Aviation Department issued a notice to airlines operating at Hong Kong International Airport, stating that each civil aviation passenger can carry a maximum of 2 external chargers on board and that charging of external chargers during the flight is not permitted. The new regulations have been implemented to further enhance aviation safety.
The Civil Aviation Department has coordinated with airlines and relevant stakeholders regarding these requirements to ensure that the measures are effectively enforced and will continue to maintain close contact with relevant units to actively monitor the implementation of the new regulations.

The Civil Aviation Department recommends that citizens confirm the latest regulations with the relevant airlines before boarding their flights if they have any questions.
Cathay Pacific: Excess will be confiscated.
Airline Cathay Pacific has stated that if mobile charging devices exceed the stipulated quantity, they will be confiscated by airport security personnel. Passengers are advised to carefully check their carry-on luggage before departure to avoid inconvenience at the airport. They also remind that mobile charging devices must be carried on board and cannot be placed in checked baggage.
Hong Kong Express and Greater Bay Airlines indicated that they will comply with the relevant regulations of the International Civil Aviation Organization.
