On March 25, the Housing and Urban-Rural Development Bureau of Nanchang City, Jiangxi Province, issued a public announcement soliciting opinions on the “Notice on Promoting High-Quality and Healthy Development of Real Estate in Our City.”
The draft for soliciting opinions shows that efforts will be made to promote the transfer of land for high-quality residential projects.
A mechanism will be improved to link land transfer with the inventory deprecation cycle of housing.
In the land transfer phase for commercial housing, the methods of land transfer will adopt “bidding for quality” and “bidding for plans.”
Aspects such as ecological landscaping design, clean energy utilization, green building materials, green construction, and operational services will be included in the construction agreements for high-quality residential projects.
The construction agreement will be announced along with the land transfer plan.
After the winning bidder of the land signs the construction agreement with the housing and urban-rural development department or the district government, they will then sign the land transfer contract.
The construction will be carried out and implemented according to the terms stipulated in the construction agreement.
