Ministry of Foreign Affairs: Willing to make artificial intelligence truly a universally accessible and beneficial international public good

On March 26, Lin Jian, a spokesperson for the Ministry of Foreign Affairs, presided over a regular press conference. A reporter asked: Recently, the annual meeting report of the Boao Forum for Asia stated that the global focus of artificial intelligence development is shifting from Europe and the U.S. to Asia, and that China has developed a full-chain level of maturity and the capability to roll out at scale. We have also noted that, since this year began, highlights in China’s artificial intelligence sector have been emerging one after another. The Seedance2.0 video generation model has gone viral worldwide for its “movie-grade” effects, and the MiniMax multimodal large model has been widely praised. How does the spokesperson assess the current state of China’s artificial intelligence development and its contribution to the world? Lin Jian said: We have taken note of the relevant reports. In just a few short years, artificial intelligence in China has moved from exhibitions to ordinary homes, empowering thousands of industries. China is now the world’s largest holder of artificial intelligence patents, with the scale of its core industries exceeding 1.2 trillion yuan, and more than 6,200 enterprises, making it an important engine for the world’s intelligent transformation. For the first time, this year’s Government Work Report proposed “creating a new form of the intelligent economy,” pointing the direction for cultivating new intelligent business models and strengthening new growth drivers. Lin Jian said that artificial intelligence is a shared asset of all humankind. China’s “a hundred flowers blooming” in artificial intelligence is both a result of advancing high-level scientific and technological self-reliance and self-strengthening, and also benefits from China’s consistent commitment to the concept of extensive consultation, joint contribution, and shared benefits—encouraging open sourcing and openness to enhance the accessibility of artificial intelligence. China has also proposed establishing a World Artificial Intelligence Cooperation Organization and has released the “International Cooperation Initiative on ‘Artificial Intelligence +’,” providing a Chinese proposal for global AI governance. We are willing to deepen exchanges and cooperation with all parties, and work together to create a development environment that is open, inclusive, mutually beneficial, and win-win, so that artificial intelligence can truly become an international public good that is accessible to all and used for good.
