AI Intelligent Agent | Paul Chan: Risks and challenges coexist; we must act quickly to address them

The Financial Secretary, Paul Chan, stated in his speech at the first Web 4.0 International Summit that artificial intelligence (AI) has developed rapidly over the past few years, and society is at a turning point in its development. Any technology will bring about unknown fields, accompanied by risks and challenges; unclear responsibilities can create a governance vacuum, hindering the healthy development of technology. These issues are not topics for a distant future but are real challenges that must be addressed promptly.

Chan pointed out that AI is transitioning from passive responses to proactive actions, shifting from a tool to an agent. AI agents possess autonomous decision-making capabilities, which means it is essential to ensure that the behavior of AI agents is measurable, traceable, and intervenable. The safest speed is the fastest speed; as AI agents become more prevalent, attention must be paid to controllability and safety, data and privacy protection, and accountability.

Chan also believes that it is necessary to embrace new technologies. In the era of AI agents and Web 4.0, to better develop AI, it is important to encourage AI agents in industrial layout and applications. The true value of technology needs to be reflected in its applications, and problems can also be discovered through practice.

He mentioned the need to establish a governance system for AI applications. The use of cutting-edge technologies requires an adaptive regulatory framework. When relevant regulations are not mature, sandbox mechanisms can be used to provide a risk-controllable reference environment. At the same time, it is essential to actively participate in international dialogues and rule-making, as well as to cultivate talent and enhance the overall AI literacy of society.
