Hunan ChenDian International Development Co., Ltd. (hereinafter referred to as “the Company”)’s wholly owned subsidiary, Hunan ChenDian Greentech Environmental Protection Technology Co., Ltd. (hereinafter “Greentech Environmental”), applied to the Chenzhou City Urban Management and Comprehensive Law Enforcement Bureau for an advance payment of RMB 18 million for the partial compensation of the concession rights of the second and fourth sewage treatment plants (the “Sewage Plant Project”). The payment has recently been received.
As of the date of this announcement, Greentech Environmental has received a total of RMB 40.627 million in compensation payments for the sewage plant project. Besides the RMB 18 million received this time, previous payments of RMB 4 million, RMB 24.827 million, and RMB 10 million have been received, detailed in the company’s disclosures: “Progress Announcement on the Termination of the Second and Fourth Sewage Treatment Plant PPP Projects in Chenzhou” (Announcement No.: 2024-034), “Progress Announcement on the Receipt of Compensation for the PPP Project Concession Rights of the Second and Fourth Sewage Treatment Plants in Chenzhou” (Announcement No.: 2024-048), and “Progress Announcement on the Receipt of Compensation for the PPP Project Concession Rights of the Second and Fourth Sewage Treatment Plants in Chenzhou” (Announcement No.: 2025-035). Progress Announcement on the Litigation Involving the Fully Owned Subsidiary

The dispute involves a sales contract between Huaxing Energy Group Co., Ltd. (hereinafter “Huaxing Energy”) and Zangnan Coal Washing Co., Ltd. (hereinafter “Zangnan Coal Washing”) and Handan ChenDian. The Hebei Higher People’s Court issued a judgment on August 4, 2015, mainly requiring Zangnan Coal Washing to pay RMB 16.3875 million to Huaxing Energy and pay interest, with Handan ChenDian liable for supplementary compensation. During enforcement, Huaxing Energy applied to add the company as an involved party. The Hebei County People’s Court reviewed and confirmed that Handan ChenDian’s supplementary liability was subordinate, and the conditions for Handan ChenDian to bear supplementary responsibility were not met. Huaxing Energy’s application to add ChenDian International as the respondent was invalid. Huaxing Energy did not accept the enforcement ruling (2025) Ji 0427 Zhi Yi No. 2 issued by Hebei County People’s Court and applied for reconsideration to the Handan Intermediate People’s Court. The Handan Intermediate Court reviewed and found Huaxing Energy’s reasons invalid, dismissing the reconsideration. Huaxing Energy then filed for enforcement supervision with the Hebei High People’s Court. The High Court reviewed and found that the enforcement rulings (2025) Ji 0427 Zhi Yi No. 2 and (2025) Ji 04 Zhi Fu 189 were based on unclear facts and should be revoked and returned for re-examination. Details are disclosed in the company’s announcements on August 9, September 19, and November 28, 2025: “Progress of Litigation Involvement” (Announcement Nos.: 2025-038, 052, 060).
Recently, the company’s wholly owned subsidiary, Handan ChenDian, received the enforcement ruling (2026) Ji 0427 Zhi Yi No. 25 from Hebei County People’s Court. In the case of re-examination of Huaxing Energy’s application to add the company as an involved party, Nanjing Hongpanxiang Network Technology Co., Ltd. requested to change the enforcement applicant based on its assignment of Huaxing Energy’s claim against Handan ChenDian to the High People’s Court of Hebei Province (Case No. 74 of 2015). After review, Hebei County People’s Court issued the enforcement ruling (2026) Ji 0427 Zhi Yi No. 25, rejecting the application to change the enforcement applicant.
Additionally, the company notes that Huaxing Energy was deregistered in September 2025. The company and its subsidiary will continue to actively safeguard their legal rights.
