Ministry of Defense: Military applications of artificial intelligence should be human-led to prevent loss of control
On the afternoon of March 11, Deputy Director of the Ministry of National Defense News Bureau and spokesperson Jiang Bin issued a statement regarding recent military-related issues.
Reporter: According to reports, the U.S. Department of Defense has requested Meikechuang (U.S. tech innovation companies) to allow the military unrestricted use of artificial intelligence technology. In military operations against Venezuela and Iran, the U.S. military has extensively used AI tools, raising deep concerns about the ethics of war and the boundaries of military technology application. What is your comment on this?
Jiang Bin: Unrestricted militarization of artificial intelligence, using AI as a tool to infringe on other countries’ sovereignty, allowing AI to excessively influence war decision-making, and letting algorithms control life and death decisions not only erodes the ethics and responsibility constraints of war but also risks technological out-of-control, potentially turning the disaster scenarios depicted in the American film “Terminator” into reality.
China always adheres to the principle of “people-oriented, intelligent and benevolent,” and believes that the military application of AI should be led by humans. We oppose using emerging technologies like AI to seek absolute military hegemony or to harm other countries’ sovereignty and territorial security.
We are willing to work with countries around the world to promote multilateral governance of AI centered on the United Nations, strengthen risk prevention and control, and ensure that AI develops in a direction that benefits human civilization.
