Policy Support Drives High-Quality Development of Ocean Economy, Related Sectors Expected to Reach New Heights

The important article “Promoting High-Quality Development of the Marine Economy” will be published in the 6th issue of “Seeking Truth” magazine on March 16. The article emphasizes that China has a long history of managing and developing the ocean. Since the founding of New China, we have been systematically developing and utilizing the ocean. After the reform and opening-up, China’s marine economy entered a period of accelerated growth. To advance Chinese-style modernization, we must efficiently develop and utilize the ocean, promote high-quality development of the marine economy, and forge a path of maritime strength with Chinese characteristics.

The 2025 Government Work Report for the first time lists “Deep Sea Technology” as a key emerging industry, alongside commercial spaceflight and low-altitude economy, explicitly calling for its “safe and healthy development.” Zheng Hongda from Western Securities believes that policy descriptions have evolved from “Deep Sea Engineering” in 2021, to “Deep Sea and Deep Earth Exploration” in 2023, and now to “Deep Sea Technology” in 2025, increasingly covering the entire industrial chain including deep-sea exploration, resource development, and equipment manufacturing. This policy upgrade also marks a strategic shift of deep-sea technology from scientific research to industrial application. In the future, deep-sea technology will become an important engine for cultivating new productive forces.
