The meeting emphasized the need to earnestly implement the important deployments of the “Government Work Report” and the 14th Five-Year Plan, to develop and implement the “14th Five-Year” Customs Development Plan and Port Modernization Plan with high quality, and to promote the implementation of various tasks. Focus should be placed on promoting the development of new quality productivity suited to local conditions, improving smart supervision, credit supervision, and trend-based supervision levels, enhancing the competitiveness of the industrial and supply chains, and helping to build a modern industrial system. Efforts should be made to stabilize foreign trade scale and optimize structure, carry out a new round of cross-border trade facilitation special actions, and support the development of new formats and models such as intermediate goods trade, cross-border e-commerce, and overseas warehouses. Expand independent opening-up, deeply connect with international high-standard economic and trade rules, solidly promote the construction of Hainan Free Trade Port, accelerate the transformation and upgrading of comprehensive bonded zones, and create more open highlands. Deepen the implementation of the “Smart Customs” partner program, strengthen mechanism-based cooperation with trade partners in customs access, AEO mutual recognition, data exchange, and law enforcement assistance, actively participate in the revision of WTO and WCO rules and standards, and negotiate free trade agreements to serve high-quality joint construction of the “Belt and Road” initiative. Strengthen national border security, improve smart supervision levels and penetrating supervision capabilities, perfect the modern port public health system, and maintain national stability through border security.
