The National People’s Congress officially approved the “14th Five-Year Plan” outline today. Lin Jian Yue, a Standing Committee member of the Chinese People’s Political Consultative Conference, believes that the “14th Five-Year Plan” provides top-level design and strategic planning for the country’s development over the next five years, laying a solid foundation for the goal of basically achieving socialist modernization by 2035, which is of great significance. For Hong Kong, the “14th Five-Year Plan” proposal sets goals and points out directions for high-quality development in the new era of Hong Kong and Macau.
Lin Jian Yue stated that the outline of the “14th Five-Year Plan” details 20 key indicators, focusing on high-quality development, relying on domestic demand, and aiming for common prosperity for all people. It balances development and security, has strong guidance, comprehensive planning, and clearly points the way for national development, greatly boosting confidence across all sectors for the future.
Lin Jian Yue emphasized that the “14th Five-Year Plan” will play a significant role in promoting Hong Kong’s development. The content related to Hong Kong and Macau in the plan is very clear and focused, rising from the “eight major centers” of the “14th Five-Year Plan” to the “ten major centers,” “two hubs,” and “one ecological circle” proposed in the “14th Five-Year Plan,” fully reflecting the central government’s support for Hong Kong’s advantages. These strategic arrangements are highly targeted, affirming Hong Kong’s unique strengths and important role, and expressing high expectations for Hong Kong to undertake greater missions in building a stronger nation.
He stated that the introduction of the “National Development Planning Law,” with new provisions involving Hong Kong and Macau, clearly affirms the country’s adherence to the “one country, two systems” policy, supports the SARs in proactively aligning with national development plans, and integrating into and serving the overall national development. This not only shows the central government’s respect for the high degree of autonomy of the SARs but also encourages the SAR governments to play a leading role as “masters of their own house,” actively mobilize the entire society’s initiative and enthusiasm, and contribute to national development strategies. The “14th Five-Year Plan” opens up huge opportunities, and all sectors should seize these opportunities. Hong Kong will have great potential.
