No, the previous decline was to shake out early profit-takers, increase short positions, and without opponents, he couldn't sell. This position is meant to allow those early profit-takers who are unwilling to exit during the decline to take profits and exit, while also adding new opposing orders, allowing the short to be closed, profits to be taken, and establishing a support platform for resting when the upward momentum weakens.
