This year’s government work report further clarifies the focus on “expanding market access through the service sector,” accelerating Beijing’s new round of opening-up. Among the first pilot projects nationwide to expand openness in fields such as value-added telecommunications and healthcare, Beijing took the lead in establishing the country’s first foreign-invested enterprise specializing in human gene diagnosis and treatment technology. As of now, more than 60 foreign-invested enterprises have participated in the pilot. Last year, Beijing established over 2,400 new foreign-invested enterprises, setting a new record. According to the Municipal Bureau of Commerce, this year, efforts will be made to introduce the Service Sector Expansion and Opening-up Comprehensive Demonstration Zone 3.0 plan, implement key park opening-up enhancement actions, promote the differentiated development of comprehensive bonded zones, proactively align with international high-standard trade rules, and inject new momentum into higher-level opening-up.
