Question: What are the main agendas of this year’s “Two Sessions”? Core report review, key press conferences, and the “14th Five-Year Plan”

Core report review is the most important statutory agenda of the National “Two Sessions.” The reports reviewed include the government work report, the plan and budget report, and the work report of the Standing Committee of the National People’s Congress.

Experience from the 2025 “Two Sessions” shows that on March 5, the NPC opening session hears the government work report, reviews the economic work plan and fiscal budget draft; on March 8, the second plenary session hears reports from the NPC Standing Committee, the Supreme Court, and the Supreme People’s Procuratorate; and on March 11, the closing session votes on various reports and resolutions. During the “Two Sessions,” press releases and press conferences are important windows for understanding policy deployments. On March 4, 2025, the NPC press conference first interpreted the agenda; on March 6, 7, and 9, press conferences on economic, diplomatic, and people’s livelihood topics are held, with officials from the National Development and Reform Commission, Ministry of Finance, Ministry of Foreign Affairs, Ministry of Civil Affairs, and other departments responding to hot topics. During this period, “Delegates’ Channels” and “Ministers’ Channels” are key windows for understanding “Two Sessions” policy deployments.
