National People's Congress Deputy Xing Jinglong: Suggests Accelerating the Development of Special Robots in High-Risk Industries to Strengthen the Dual Support of Safe Development and New Quality Productivity

Specialized robots integrated with AI, 5G, and other cutting-edge technologies are core equipment for high-end manufacturing industries. They are also key to ensuring safety in high-risk sectors, cultivating new productive forces, and strengthening the security of industrial and supply chains. Their independent and controllable development holds significant strategic importance for building a strong manufacturing nation. This year, during the National Two Sessions, NPC deputies and CITIC Heavy Industries’ Xing Jinglong proposed suggestions to accelerate the development of the specialized robot industry in high-risk sectors.

Xing Jinglong explained that currently, there is an urgent demand for “machine replacement” in China’s mining, hazardous chemicals, and other high-risk industries. However, the robot substitution rate for jobs remains low, with human operational errors accounting for over 60% of safety accidents. Although the industry has achieved some technological breakthroughs, core components and key algorithms still rely on imports, with a domestic conversion rate of only 30%. Industry collaboration is insufficient, and the standard system is lagging behind. The industry is in its early stages, with high barriers to application promotion, and has not yet formed a complete “industry-university-research-application” ecosystem, making it difficult to meet the high-end upgrade needs of manufacturing.

In response, Xing Jinglong suggested implementing systematic policy guidance and industry collaboration to build an autonomous innovation system across the entire supply chain. Focus on high-demand scenarios in high-risk industries to overcome technical challenges, promote deep integration of AI large models and robotics, and tackle core components to achieve domestic substitution. Establish national-level innovation platforms and testing and certification systems, strengthen leading enterprises’ roles, and cultivate an industry ecosystem that integrates industry, academia, research, and application.

Additionally, he recommended optimizing application promotion policies, expanding insurance coverage for the first set of equipment, providing purchase subsidies, and building national demonstration parks to promote large-scale application. Encourage state-owned capital to concentrate on this strategic emerging industry, deepen international cooperation under the Belt and Road Initiative, and strengthen high-end talent training and incentives. Accelerate multi-scenario applications of specialized robots to support high-quality industry development, ensuring safety and fostering new productive forces, thereby empowering the intelligent and high-end development of equipment manufacturing.
