Trump retaliates against Spain for refusing to lend a base to attack Iran, will impose a comprehensive trade embargo on it

On March 4th, U.S. President Trump threatened to impose a comprehensive trade embargo on Spain. This comes after the European and NATO allies refused to allow U.S. military use of their bases in Spain for missions related to Iran. Trade law scholars stated that, under the International Emergency Economic Powers Act (IEEPA), which the Supreme Court rejected last month as the basis for several tariffs imposed by Trump, he could indeed implement a trade embargo. However, he would need to declare a national emergency and determine that Spain poses an “unusual and extraordinary” threat to the United States. The Spanish government responded with a statement, saying the U.S. must respect the autonomy of private enterprises, international law, and bilateral trade agreements between the U.S. and Europe.
