Prize-winning invoice activity restarts; pilot plans in 50 cities including Beijing, Shanghai, Guangzhou, and Shenzhen

Caixin: Scraping off the gray coating of the prize-winning invoice area to see if you’ve won—such prize-winning invoice policies gradually phased out after the 2016 business tax to VAT reform. To encourage consumer spending, the prize-winning invoice activity will restart in 2026, with a plan to pilot in 50 cities for half a year.

According to recent documents from the Ministry of Finance, the Ministry of Commerce, and the State Taxation Administration, the prize-winning invoice activity covers consumer behaviors such as shopping, dining out, travel and accommodation, cultural and sports activities, and lifestyle services. Consumers can obtain invoices from merchants and other business entities, and if the invoice amount reaches the threshold set by the pilot cities, they can participate in the lottery. The invoice amount must be at least 100 yuan, and the prize amount for a single invoice generally should not exceed 800 yuan.
