The National Development and Reform Commission, the State Administration of Financial Supervision, and the Civil Aviation Administration of China have issued the “Implementation Opinions on Promoting High-Quality Development of Low-Altitude Insurance,” which proposes optimizing insurance coverage across the entire industry chain. It guides insurance companies to proactively adapt to the development trend of the low-altitude economy and gradually establish a comprehensive insurance product system covering low-altitude research and development testing, manufacturing, flight operations, infrastructure support, and more. The initiative explores product development and service innovation for new low-altitude risks such as flight safety, technical safety, network and data security, environmental and facility safety, and human operational safety. It aims to increase insurance supply for medium and large unmanned aerial vehicles and further optimize and improve traditional manned aircraft insurance, promoting the formation of a comprehensive, efficient insurance system. The plan encourages the use of emerging technological methods to gradually achieve convenient, intelligent, and fully online operations for micro, lightweight, and small unmanned aerial vehicle insurance. It also emphasizes integrating professional resources to optimize underwriting and claims processes, enhancing consumer satisfaction. Additionally, it supports expanding overseas applications of the low-altitude industry by strengthening export credit insurance, export product liability insurance, reinsurance, and other support measures.
