Wu said that after the Ugandan government cut off internet access during the presidential election, the offline encrypted communication app Bitchat topped the download charts on the local App Store and Google Play. Nyombi Thembo, head of the Uganda Communications Commission, stated that the internet shutdown took effect from 18:00 local time on Tuesday and will continue throughout the election period.
