Woori Bank Signs Loan Agreement for Seoul Subangsa Apartment Complex

Woori Bank signed an agreement with Korea Land and Housing Corporation (LH) to provide collective loans for a public apartment in Seoul's Dongjak-gu Subangsa area. The first interim payment of 26.8 billion won is due on May 27, following a three-month extension after initial bidding failed to attract any banks. Financial authorities' decision to effectively exempt collective loans from total volume regulation, in response to President Lee Jae-myung's real estate supply expansion directive, has encouraged banks to resume active collective lending.

Woori Bank Secures Subangsa Apartment Interim Payment Loan Agreement

According to the financial sector on the 6th, LH recently completed an agreement with Woori Bank for the first and second interim payment execution for the Subangsa public apartment complex. The first interim payment amount totals 26.8 billion won with an execution date of May 27. The second interim payment is scheduled for September 2027 with a total amount of 33.2 billion won, larger than the first payment.

Woori Bank's Jungang University branch will handle the first interim payment loan applications for the Subangsa apartment. After LH implemented various qualification relaxations following the initial announcement, Woori Bank submitted the only bid, resulting in a private contract agreement.

LH originally conducted bidding for the collective loan agreement bank to coincide with the initial first interim payment due date of May 27. When no banks participated in the bidding, the first interim payment deadline for the Subangsa apartment was extended by three months. Banks did not actively participate in bidding due to the combination of construction company Shindonga Construction entering court receivership in January last year and concerns over total volume management.

Financial Authorities Consider Collective Loan Exemptions from Volume Regulation

Banks have been restricting collective loan handling itself to comply with regulations due to increasing household loan totals. As financial authorities began reviewing a different management approach for collective loans in the second half of this year compared to existing practices, banks are now providing collective loans.

Financial authorities held a meeting on the 4th to review supplier finance, as President Lee Jae-myung ordered real estate supply expansion measures. Financial authorities are reportedly considering placing partial exemptions in total volume regulation calculations for collective loans in complexes where sales contracts were signed before loan regulation implementation. Collective loans are classified as relocation costs, interim payments, and final payments and are considered household loans, but they serve as a lubricant for housing supply projects.

Banks Expand Lending Limits at Other Apartment Complexes

Banks expanded final payment loan limits for the Maegyo Station Pellucid apartment complex located in Gwonseon-gu, Suwon, Gyeonggi Province, which is scheduled for occupancy this month. Following Shinhan Bank and KB Kookmin Bank expanding final payment loan limits to 100 billion won last month, NH Nonghyup Bank and Hana Bank recently opened limits at the 100 billion won level. Woori Bank is also reviewing an increase compared to existing limits.

Meanwhile, several commercial banks are not rushing to increase final payment loan handling yet, as financial authorities have not announced detailed collective loan-related incentive plans. An official from a commercial bank stated, "In a situation where there has been no announcement that collective loans are definitively excluded from total volume regulation, if we have already exceeded this year's total volume limit, it is difficult to hastily jump into apartment collective loan handling." The official added, "If an accurate incentive plan is released, we will actively participate in interim payment loan and final payment loan bidding."
