South Korea Tripled Leveraged ETF Deposits; Retail Bought $3.77B 3x US Stocks

SK Hynix-9.45%
SOXL-32.02%
TQQQ-17.03%

South Korea's Financial Services Commission announced on 16 July 2026 that it would triple the cash deposit requirement for single-stock leveraged ETFs from 10 million won to 30 million won. The higher requirement took effect on 31 July, while all new product listings were suspended indefinitely. The restrictions followed retail losses exceeding 8.8 trillion won on four Samsung Electronics and SK Hynix single-stock leveraged ETFs between 1 July and 13 July. Retail investors rotated into 3x-leveraged US index ETFs not covered by the restrictions, buying $3.77 billion of SOXL in June and July.

FSC Tripled Deposit Requirements and Suspended New Listings

The joint announcement on 16 July 2026 came from six bodies: the FSC, the Ministry of Strategy and Finance, the Bank of Korea, the Financial Supervisory Service, the Korea Exchange, and the Financial Investment Association. Retail investors had lost more than 8.8 trillion won (about $5.9 billion) on the four Samsung Electronics and SK Hynix single-stock leveraged ETFs over the nine trading days between 1 July and 13 July, according to FSC filings.

The KOSPI dropped 6.37% on the announcement date. The hardest-hit products tracked Samsung Electronics and SK Hynix, where retail participants held roughly 60% of assets.

Beyond the deposit increase, the FSC raised the minimum trading unit from one share to 20 shares, tightened premium and discount management from 3% to 2%, banned advertising by securities firms and fund managers, and extended mandatory investor training from two hours to three. Investors scoring below 60% on suitability tests must retake the relevant sections before trading.

Retail Investors Bought $3.77 Billion of 3x US ETFs

The restrictions applied to single-stock leveraged ETFs, and index- and sector-based products were explicitly excluded. On the same day the rules were announced, SOXL, Direxion's 3x semiconductor ETF, jumped from second to first in overseas net buying by Korean retail accounts, attracting $505.79 million in a single session.

TQQQ, ProShares' 3x Nasdaq-100 fund, leapt from 13th to second with $31.96 million, Seoul Economic Daily reported. Both products had ranked outside the top 50 year-to-date before the announcement.

Korean retail investors poured $5.3 billion into US stocks during June and July, yet the total value of their US holdings fell by $33.7 billion, a 16.5% decline, Korea Times reported. On SOXL specifically, nearly $4 billion of net buying during those two months produced a $460 million increase in holdings value, from $5.35 billion at the end of May to $5.81 billion at the end of July.

Regulators Observed Substitution Pattern in Leverage Restrictions

One unnamed asset management firm head told Seoul Economic Daily: "Raising deposits to make investing inconvenient is unlikely to significantly change the disposition of investors already accustomed to leveraged investing."

The FSC restricted domestic 2x single-stock ETFs tied to Samsung and SK Hynix. Korean investors responded by increasing exposure to US-listed 3x sector ETFs, which carry higher leverage, broader index risk, and no negative-balance protection equivalent to what CySEC, FCA, and ASIC mandate on CFDs.

Choi Chang-kyu of Mirae Asset Global Investments told Korea Times: "The appetite for such bets became particularly pronounced in memory chips." Korean retail investors were net buyers of $4.67 billion in US stocks during July 2026 alone, the largest monthly purchase since January's $5 billion.

A 2024 study published in the Journal of Banking & Finance found that leverage constraints lead investors to substitute toward riskier underlyings.

FSC Moved for Emergency Powers on 2 August 2026

On 2 August 2026, the FSC moved to grant itself emergency powers to adjust leveraged ETF ratios during volatility spikes. The scope of authority regarding overseas-listed products was not specified in the announcement.
