Philippines launches Integrity Chain: a $33 billion anti-corruption blockchain infrastructure
The Philippines launches Integrity Chain, a blockchain transparency system developed by BayaniChain, aimed at recording contracts and the progress of the Department of Public Works & Highways (DPWH) in the form of digital assets, validated by independent civil organizations.
This move comes after the protest on September 21 with about 130,000 people demanding an explanation regarding corruption in the $33 billion flood control projects. Integrity Chain transforms government records into immutable, verifiable, and transparent public data.
The platform runs on Polygon, using the Prismo coordination layer for encryption, timestamping, and delivering data to independent validators, including social organizations, NGOs, universities, and the media. More than 40 organizations have participated since the early stages.
According to BayaniChain CEO Paul Soliman, the project's goal is to "protect the entire annual budget of approximately 98 billion USD of the Philippines" and to rebuild public trust based on cryptography and open verification.
