The Philadelphia Semiconductor Index had fallen about 30% from its June 2026 record by October 30, even though the sector was still up around 50% for the year at that point. Since October 6, Yahoo Finance calculates that chip and memory stocks lost about $3.7 trillion of market value. On October 30 alone the index fell 7.2%, its worst day since June, as Intel dropped about 29% and AI spending worries spread. By the close of November 2, the index sat about 22% below its October 6 high, its second bear market since June, its second straight close below the 200-day moving average, a line it had not closed under since June 2025, and its lowest close since April. Over the same stretch, consumer staples rose about 11% and health care about 10%, while tech fell about 14% and the iShares Semiconductor ETF fell 23%. The triggers were concern over how much AI infrastructure companies are spending and over the debt that neocloud providers raised to buy chips.

On midterm election day, the semiconductor index rose 2.64%, ending a three-day losing streak, and the Nasdaq gained 0.83% while the S&P 500 rose 0.36% and the Dow fell 0.38% to 51,792.19. Nvidia closed up 2.29% at $206.69, which pushed its market value back above $5 trillion. Micron rose 2.58% to $855.10, AMD rose 3.65% to $483.90, Broadcom gained 3.07% and SanDisk rose 4.78%. Intraday peaks were stronger: SanDisk reached +7.15% near $1,151.90, AMD +6.14% near $496.76, Micron +4.42% near $870.48, SK Hynix's ADR +4.04% near $153.68, Intel +4.00% near $62.37 and Nvidia +3.12% near $208.36. Many of those gains faded by the close, which is an early sign of a cautious market. AI infrastructure names rallied harder, with CoreWeave up 7.16%, Nebius up 7.25% and Applied Digital up 9.80%. The rebound was selective, not universal: Apple fell 1.9% to $331.90 after weak margin guidance.

Percentage gains understate how much is needed to repair a loss. A stock that falls 7% needs a gain of about 7.5% to get back to even, so the correct measure is price recovered, not percentage points. By that measure, AMD lost about 7% on Monday and gained 3.65% at the close, recovering about 48% of the lost value, and about 88% at the intraday peak of 6.14%. Micron lost about 7% and gained 2.58%, recovering about 34%, and about 59% at its 4.42% peak. Intel lost about 8% and at its 4% intraday peak recovered about 46%. For the index, a 22% decline from the October 6 high requires a gain of about 28% to return, so Tuesday's 2.64% regained about 9% of the lost ground, leaving it still about 20% below that high and needing roughly 25% more. These are approximate comparisons that treat each stock's Monday decline as the starting point, and the index figure is measured from the October 6 high, not from the June record.

The remaining distance is large. The index is about 20% below its October 6 high after the bounce, and further below the June record, which is the 30% decline measured earlier. Intel is down nearly 50% since October 6, the steepest drop among the large names, and SanDisk near $1,150 is about 51% below its June 22 record of $2,354.39. Nvidia is the exception among leaders, back above a $5 trillion valuation. The index's first technical test is to reclaim its 200-day average, which it has closed below twice. A bounce that stalls under that line would be a rally inside a bear market.

Breadth, volume and confirmation are all open questions. One day of gains follows three days of losses, intraday highs faded, the Dow and Apple fell, and the bounce was led by names that had fallen the most. The sector's worries have not disappeared: concerns about AI spending and neocloud financing, high valuations, and Intel's warning that its recovery would take longer. Seasonality supports the bulls, since chip stocks rose in all eight midterm cycles since 1994 when measured from the last October close through the following June, but that is a pattern, not a guarantee.

After the close, AMD reported that revenue rose 45% year over year, data center revenue nearly doubled, and it guided fourth-quarter revenue to a record, sending the stock up about 7.6% after hours. If that holds, then by my math AMD would be about 3.7% above its level before Monday's drop, meaning it would have fully recovered. Arista Networks also rose on sales above its own forecast. After-hours moves can fade by the open, but this is the first earnings evidence in weeks that AI demand is still running ahead of supply.

The questions that decide whether this is a recovery are whether volume confirms the rebound, whether the index reclaims its 200-day average, and whether memory prices and data-center spending guidance hold up. Nvidia's earnings later this month, payrolls on Friday and any further neocloud financing news are the next tests. A sustained rebound would show broader participation, with memory, equipment and AI infrastructure names rising together, and a fresh pullback would likely start with renewed financing or spending worries.

The first bounce recovered part of the damage, but only about a tenth of the index's loss from its October high and a smaller fraction from its June record. AMD's report shows demand is still real, and the calendar leans slightly bullish, but the market is still far from its highs and needs closes, volume and breadth to confirm that the worst is behind it.
