#白宫加密顾问离任 Patrick Witt’s departure will slow the progress of the Clarity Act, but the overall U.S. crypto regulatory framework will not broadly slow down as a result.
Why this is merely a “slowdown” rather than a “pivot”
The personnel impact is concentrated at the coordination level: Witt was responsible for coordinating Senate negotiations, while actual legislative authority rests with Congress. After his departure, the bill’s advancement will become less efficient, but the policy direction will not automatically reverse.
Regulators are still proceeding with rulemaking: the SEC, CFTC, and Treasury Department have been filling gaps through measures such as classification guidance and stablecoin rule proposals. Even if congressional legislation stalls, administrative regulation will continue moving forward.
Stablecoin legislation is relatively advanced: the GENIUS Act has entered the implementation-rules stage, and the Federal Reserve and regulators are working on rules covering reserves, issuance procedures, and yield restrictions.
Specific impact on three types of entities
Crypto trading platforms: Short-term regulatory certainty will decline. The classification of spot tokens, exchange licensing, and the division of jurisdiction between securities and commodities will take longer; the rules advanced separately by the SEC and CFTC may also develop coordination gaps.
Stablecoins: Clearer federal rules may instead emerge first. Payment stablecoins will need to meet requirements such as issuer licensing, 1:1 reserves, regular audits, and priority repayment in bankruptcy. Compliance thresholds will rise, making it harder for smaller institutions to enter and strengthening the advantages of leading issuers[28].
The crypto market as a whole: Long-term benefits will become “slow benefits.” Major assets such as Bitcoin and Ethereum are already subject to clear classification and regulatory discussions; the gray period facing small- and medium-sized tokens, DeFi protocols, and new trading products will last longer.
The three things truly worth watching next are whether the White House appoints a new crypto chief, whether the SEC and CFTC can coordinate their rules, and when the Clarity Act will regain a place on the Senate calendar.
If these milestones continue to be delayed, the market will rely more on temporary rules from regulators than on a complete legal framework.#WCTCS9
