Let me say this upfront: I'm not trading the headline, I'm trading the chart. But as someone who does mostly futures, this topic matters to me more than a normal news day, so here's my full take.

What I think this actually means

A federal framework for retail leveraged crypto trading, with anti-manipulation rules and proof-of-reserves requirements. Two things stand out to me. First, it's a proposal, not a final rule, so I don't expect a sudden switch overnight. Second, the direction is clear: the market is being sorted into named "digital commodities" and everything else. BTC, ETH, SOL, XLM, XTZ and XRP being used as examples tells me which coins regulators already see as the core group.

My honest opinion: transparency and proof of reserves are good for traders like me. Fewer surprises, less manipulation, safer to hold size. The risk is on the leverage side. If rules tighten what retail can do with leverage, volatility around the headlines can be sharp both ways. So I keep my leverage low and don't let one headline decide my position.

Now let's go through the 4H charts I'm actually watching.

BTC (~85,650)
Price is above all three MAs, with the 50 and 99 sitting around 84,550 and 84,350, and the 200 way below near 81,350. The purple level near 84,200 is the line I care about. Resistance is 86,500, rejected a few times, and the range has been roughly 83,000 to 87,000 since late September. RSI is about 54 and MACD is flat, so there's no hype, just a coiled range.

Upside or better setup? Both. Bias is bullish while above 84,200, but I'd rather buy the dip than the breakout candle.
Long plan: 84,500 to 84,200 pullback, SL below 83,800, TP1 86,500, TP2 87,200.
Breakout plan: 4H close above 86,500 with real volume, then I add a small starter toward 88,000.

ETH (~2,703)
ETH is literally sitting on its 50 and 99 MAs (both ~2,693), with resistance at 2,728 and the purple level at 2,673. RSI is 50, MACD is flat. This is pure indecision.

Upside or better setup? Better setup. I don't want to guess a coin sitting on a coin flip.
Long plan: hold of 2,690 to 2,670, SL below 2,640, TP1 2,728, TP2 2,775 to 2,800.
If a 4H candle closes below 2,672, I flip to a short toward 2,620, then the 200 MA near 2,590.

SOL (~120)
SOL is compressing between 118 and 122, with the 50 MA at 119.5, the 99 at 118.3 and resistance at 122. RSI is 49.6 and MACD is slightly negative, so momentum is a bit tired. The structure marks from the earlier leg up (BOS, FVG) are way below, around 113, and the 200 MA is near 110.5.

Upside or better setup? Neutral. It needs a clean reclaim of 122.
Long plan: 119.5 to 118.5, SL below 117, TP1 122, TP2 124 to 125.
Short only if a 4H candle closes below 118.3, targeting 113.

XLM (~0.216)
This is the one I'm bearish on in the short term. Price is below the 50 MA (0.2202), barely holding the 99 (0.2154), and printing lower highs since the peak around 0.235. RSI is the weakest of the group at 47, MACD is negative. The headline names XLM, but the chart doesn't care.

Upside or better setup? Wait, and lean short on bounces.
Short plan: rejection at 0.2202 to 0.2243, SL on a 4H close above 0.2243, TP1 0.2098, TP2 0.1998 (the 200 MA).
I flip bullish only if it reclaims 0.2243 with volume.

XTZ (~0.334)
XTZ is the most interesting chart, and the riskiest. Price is above the 50 and 99 MAs (0.3205, 0.3277), RSI is 56, and MACD is turning up. Resistance is 0.3402. But look at the spike to about 0.39 in late September that fully retraced. That tells me this coin pumps and fades, so size small.

Upside or better setup? Upside is there, but I want a pullback.
Long plan: 0.3277 to 0.3205, SL below 0.3128, TP1 0.3402, TP2 0.36.
Breakout above 0.3402 on volume, small add toward 0.37.

What I'm watching next
The next real opportunity is the mid-caps like XLM and XTZ once the regulatory "named coin" idea sinks in, but only after the charts confirm. For now BTC leads. If BTC breaks 86,500 cleanly, SOL and ETH are the likeliest to follow. If BTC loses 84,200, I'd expect XLM to break down first.

My move
Spot: holding core BTC and ETH, no new buying until the range resolves.
Futures: small size, low leverage, orders at the pullback levels above, and I won't chase. I'm net long-biased on BTC, neutral on ETH and SOL, short-biased on XLM, and cautious on XTZ.
