The next major catalyst for the U.S. crypto market is not another Bitcoin ETF headline or a sudden BTC breakout.
It is a vote in Washington.
The Senate is approaching a critical procedural test for the CLARITY Act, and the number that matters first is 60.
That number is important because the Senate needs 60 votes to overcome the procedural hurdle and advance the legislation. But traders should be careful with the headline: 60 votes would be a first checkpoint, not final victory.
That distinction could determine how the market reacts.
The CLARITY Act is designed to establish a clearer regulatory framework for digital assets, including how responsibilities are divided between regulators and how different crypto assets and market activities should be treated. For an industry that has spent years dealing with regulatory uncertainty, even meaningful progress could change the risk calculation for exchanges, brokers, banks, stablecoin businesses and institutional investors.
But the market is currently pricing a very different level of confidence.
Prediction-market sentiment has deteriorated dramatically. Kalshi's probability for the bill becoming law in 2026 has fallen to roughly 25%, compared with around 82% in February. Other prediction markets have also recently shown low probabilities.
That collapse in expectations is itself a market signal.
It means investors are no longer treating CLARITY as an almost inevitable regulatory milestone. Instead, the Senate vote has become a genuine binary catalyst where positioning before the result can be just as important as the result itself.
And Bitcoin is entering this event from a vulnerable position.
BTC has fallen below the $77,000 area ahead of the vote, while crypto-linked names including Coinbase, Strategy and Robinhood have also faced pressure. That suggests traders are reducing exposure before a political event capable of changing the short-term risk premium across the sector.
The important question is therefore not simply:
“Will CLARITY pass?”
The better trading question is:
“What does the Senate vote change about the probability of future regulatory clarity, and how much of that change is already priced into crypto?”
60 votes = first checkpoint, not final victory
This is where I think many market participants can misread the event.
60+ votes would demonstrate that the legislation has enough support to clear the immediate procedural barrier. That could be interpreted as a major reduction in legislative uncertainty and potentially trigger a relief move across BTC, ETH and U.S. crypto-related equities.
But it would not mean the bill instantly becomes law.
There would still be additional legislative steps, negotiations and potential amendments before final enactment.
So a 60+ result should be interpreted as:

not:
Final passage guaranteed.
That difference matters for volatility.
Scenario 1 — 60+ votes
This is the clearest short-term bullish scenario.
If the Senate comfortably clears the 60-vote threshold, prediction-market odds could rebound sharply because traders would have fresh evidence that bipartisan agreement is possible.
BTC could react first because it is the deepest and most liquid crypto asset.
ETH could benefit from renewed expectations around clearer market-structure rules.
Then the second wave could appear in U.S. crypto equities such as exchanges, brokers and other companies whose business models are highly sensitive to regulatory clarity.
The strongest version of this reaction would be:
60+ votes + rising prediction odds + BTC reclaiming key levels + crypto stocks outperforming
That combination would suggest the market is treating the vote as a genuine change in regulatory probability rather than a temporary headline rally.
Scenario 2 — Below 60 votes
This would likely produce the most immediate disappointment.
A failure to reach 60 would not necessarily mean the CLARITY Act is permanently dead, but it would demonstrate that the current coalition cannot clear the procedural hurdle.
With prediction-market expectations already depressed, the magnitude of the BTC reaction would depend on how much of the negative outcome has already been priced in.
If BTC breaks lower while Coinbase, Robinhood and other crypto-sensitive equities simultaneously sell off, the market would be signaling that regulatory uncertainty has received another premium.
In this scenario, volatility could rise rapidly because traders positioned for a positive legislative catalyst would need to reassess.
Scenario 3 — The surprise compromise
This may actually be the most interesting scenario for longer-term investors.
Suppose the vote does not immediately produce a clean path to passage, but negotiations generate meaningful bipartisan amendments addressing concerns around ethics, enforcement, consumer protection or regulatory responsibilities.
That could change sentiment even without immediate enactment.
Why?
Because markets price future probability, not just today's legal status.
If investors conclude that Democrats and Republicans are moving closer to a workable compromise, prediction-market odds could recover before the legislation actually becomes law.
That could create a situation where:
No final law + improving political probability = bullish repricing.
This is why watching only the vote count is insufficient.
The political bottleneck is bipartisan support
Republicans have generally supported the market-structure framework, while Democratic senators have pushed for stronger safeguards around enforcement, ethics and consumer protection.
The 60-vote threshold therefore turns the CLARITY Act into a test of whether those competing priorities can be brought together.
And that is exactly why the market is uncertain.
The crypto industry wants clarity.
Lawmakers want clarity, but they do not necessarily agree on what that clarity should look like.
The final framework could therefore matter almost as much as the fact that the bill advances.
Why the investment impact goes beyond BTC
A successful CLARITY framework could affect much more than token prices.
For crypto exchanges, clearer rules could reduce regulatory uncertainty around product listings and market structure.
For banks and brokers, clearer boundaries could make institutional digital-asset participation easier to evaluate.
For stablecoin issuers, the broader regulatory environment could become more predictable.
For institutional investors, regulatory clarity could reduce one of the major non-market risks associated with allocating capital to digital assets.
That means the long-term impact could potentially appear through capital flows and infrastructure investment, not simply a one-day Bitcoin rally.
But macro is fighting the crypto catalyst
The timing is particularly important because crypto is not entering the vote in an easy liquidity environment.
The U.S. 10-year Treasury yield is around 5%, while Brent crude is above $108.
That creates a difficult combination.
High Treasury yields → tighter financial conditions
Higher oil → greater inflation pressure
Inflation pressure → less room for aggressive monetary easing
Tighter liquidity → greater pressure on high-beta assets
Bitcoin therefore has to digest two different risks simultaneously:
regulatory uncertainty + macro tightening pressure.
This is why even a positive CLARITY headline may not automatically produce a sustained crypto rally.
If the Senate delivers a positive surprise but Treasury yields continue climbing and the dollar strengthens, the initial Bitcoin reaction could fade.
Conversely, if the vote clears the hurdle while yields stabilize, the regulatory catalyst could have much more room to express itself through BTC and crypto equities.

For this event, I would monitor five signals together rather than trading the headline alone:
1️⃣ Senate vote — Did the bill reach 60 votes?
2️⃣ Prediction markets — Did the probability of 2026 passage recover or collapse further?
3️⃣ BTC — Does Bitcoin reclaim $77K and build above it, or lose lower support?
4️⃣ Crypto equities — Are Coinbase, Strategy and Robinhood confirming the BTC move?
5️⃣ Macro — What are the 10Y Treasury yield, dollar and oil doing simultaneously?
This creates a much cleaner interpretation.
60+ votes + prediction odds ↑ + BTC ↑ + crypto stocks ↑ = strongest bullish confirmation.
60+ votes + BTC fails to rally = positive news may already be priced in or macro is dominating.
Below 60 + prediction odds ↓ + BTC ↓ = strongest bearish combination.
Below 60 + prediction odds recover later = market expects renegotiation rather than legislative failure.
My current view is that the 60-vote number is more important than the “crypto-friendly” label attached to the bill.
A successful procedural vote would not complete the journey, but it could change the probability distribution around U.S. crypto regulation.
That is exactly what markets trade.
The biggest mistake would be treating the CLARITY Act as a simple YES/NO event.
The more useful framework is:
60 votes → procedural progress → bipartisan negotiations → probability of final passage → regulatory clarity → institutional participation → potential capital-flow repricing.
For Gate traders, the highest-value signal will therefore be the interaction between the Senate vote, prediction-market odds, BTC price action, crypto-stock performance and macro liquidity.
The first checkpoint is 60 votes.
It is not the finish line.
