The U.S. Senate has released a revised 630-page version of the CLARITY Act, marking a major step in efforts to establish a federal regulatory framework for digital assets. Senate Republicans released the updated text ahead of a key procedural vote expected on September 15, 2026.
One of the biggest changes involves decentralized finance. The revised legislation would give the Commodity Futures Trading Commission (CFTC) greater oversight of crypto protocols considered insufficiently decentralized, potentially requiring certain platforms to register and comply with federal rules, including Bank Secrecy Act requirements.
The new draft reportedly incorporates more than 100 proposals from Democratic lawmakers and also addresses prediction markets and digital-asset activities by credit unions. However, major disagreements remain over anti-money-laundering protections, stablecoin yields, ethics provisions and the potential impact of crypto activities on traditional bank deposits.
The CLARITY Act is designed to clarify the division of authority between the SEC and CFTC and establish clearer classifications for digital assets. Supporters argue that greater regulatory certainty could encourage innovation and institutional investment in the United States.
The upcoming procedural vote will be crucial, as the bill needs 60 Senate votes to advance. Its outcome could significantly influence the future of U.S. crypto regulation and market sentiment.$ETH
