SEC changes the rules, CLARITY gets closer to a Senate test, but XRP is still waiting for the chart to believe the story.
The latest U.S. regulatory developments are creating an unusual setup for XRP. On September 1, the SEC proposed a substantive modernization of its transfer-agent rules, bringing blockchain and tokenized securities directly into the regulatory framework. At almost the same time, the CLARITY Act is approaching a critical Senate procedural vote scheduled for September 15. Yet despite these potentially important policy developments, XRP is trading around $1.32 in the current snapshot, showing that traders are not treating regulation alone as an immediate bullish catalyst.
The SEC's proposal is important because transfer-agent rules are part of the infrastructure behind securities ownership records and transfers. The Commission is looking to update rules that have roots in the late 1970s, including recognition of electronic systems and blockchain technology in securities offerings and share transfers. The proposal would also require additional reporting around securities records maintained on distributed ledgers. In other words, the SEC is not simply talking about blockchain anymore; it is beginning to adapt parts of the traditional securities infrastructure around it.
That creates a bigger narrative for the digital-asset market: tokenization is increasingly moving from an experimental concept toward something regulators have to accommodate operationally.
Then comes the CLARITY Act.
The September 15 Senate vote is not the final passage of the legislation. It is a procedural hurdle, with 60 votes needed to move the bill toward full debate. If that step succeeds, the market would have a much clearer path toward a statutory digital-asset market-structure framework. If it fails, expectations around near-term U.S. crypto legislation could take a significant hit.
This is why September 15 matters for XRP, but it is also why traders should avoid assuming that a regulatory headline automatically means an XRP pump.
The price action is giving us a very different message.
XRP is around $1.32, down roughly 2% on the session and around 9% from the approximately $1.45 area seen on August 27. Recent market analysis also places the $1.30–$1.35 region as an important short-term support zone. A sustained hold above this area would keep the possibility of consolidation and recovery alive, while a decisive daily close below it could expose the next downside area around $1.27.
From a technical perspective, $1.30 is the level I would watch most closely.
If XRP repeatedly tests $1.30–$1.32 and buyers continue absorbing the selling pressure, that would suggest the market is building a base. The first confirmation would come from XRP reclaiming $1.35 and then challenging the $1.40 area. Above that, the previous $1.45 region becomes an important resistance and confirmation point.
The bullish scenario becomes much more interesting if XRP can reclaim $1.45 with expanding volume. That would mean the market has not only recovered from the recent decline but has also broken back above the area where sellers previously gained control.
Momentum indicators would need to support that move.
For RSI, a recovery back above the 50 zone would indicate that momentum is shifting from bearish toward neutral-to-bullish. A bullish MACD crossover would provide another confirmation that downside momentum is weakening. VWAP is especially useful for short-term traders: if XRP moves above VWAP and holds it during a recovery, buyers would have stronger evidence that the move is supported by active demand rather than simply a temporary bounce.
The opposite setup would be concerning.
If XRP remains below VWAP, RSI stays weak, MACD continues pointing downward and price loses $1.30 on increasing volume, the market would be telling us that the regulatory narrative is not strong enough to overcome current selling pressure. In that situation, $1.27 becomes an important downside reference, while traders would need to reassess whether the market is entering another leg lower.
There is also another factor currently affecting XRP's short-term structure: Ripple's scheduled monthly escrow release. CoinMarketCap's latest analysis noted that 1 billion XRP was released from escrow on September 1, adding a potential supply-side pressure at the same time the broader crypto market was weakening. That helps explain why XRP has not immediately reacted to the regulatory headlines with a major breakout.
So the current XRP setup is essentially a battle between fundamentals and confirmation.
The fundamental narrative is improving. The SEC is modernizing rules to account for blockchain-based securities infrastructure. The CLARITY Act has a major procedural test ahead. Tokenization is becoming increasingly relevant to traditional financial markets. And XRP remains one of the assets most closely watched whenever U.S. crypto regulation changes.
But the chart is not confirming a bullish reversal yet.
At approximately $1.32, XRP is sitting near a decision zone. Bulls need to defend $1.30–$1.32, reclaim $1.35, and eventually break $1.40–$1.45 with stronger volume. Bears, meanwhile, would gain control if $1.30 fails decisively and the market starts targeting $1.27.
That makes the next two weeks particularly interesting.
September 1 gave the market a regulatory signal. September 15 could provide a much bigger legislative signal. But before either catalyst becomes a sustained XRP rally, the price still needs to prove that buyers are willing to step in.
My view is cautiously bullish on the longer-term regulatory direction, but I would not chase XRP simply because of the headlines. I would rather see the chart confirm the story.
For me, the key levels are simple:
$1.30–$1.32: support zone
$1.35: first recovery checkpoint
$1.40: momentum confirmation area
$1.45: major resistance / breakout confirmation
$1.27: downside level if support fails
The most interesting part of this setup is that XRP doesn't necessarily need another headline right now.
It needs buyers.
If regulatory progress and technical confirmation arrive together, the market could finally start pricing the policy story more aggressively. Until then, the SEC may be changing the rules faster than XRP is changing its chart. @Gate_Square
