CLARITY Act Moves Into Final Important Step as Senate Options Shrink
The CLARITY Act, the important U.S. Crypto regulatory bill so far has moved into a final important step. Senate Majority Leader Thune has said he hopes to start looking at the bill before the August 7 break. He also says it is not likely to pass before lawmakers leave. Three big crypto trade groups have asked the Senate to move with the bill showing the industrys desire for better rules.
Legislative Situation and Support from Both Sides
The House approved the bill in a vote that had support from both parties year. Former House Financial Services Committee Chairman McHenry has said the next step is a question of "when, not whether " showing that there is a strong agreement that clear rules are going to happen. The current attention is on the Senate, where the schedule's tight and the process is difficult.
Two Main Problems
Two problems are stopping the bill from passing. Democrats want ethics rules that would stop the president and relatives of officials from making money from crypto. At the time the Senate needs 60 votes to beat a filibuster but Republicans only have 52 seats. These two issues. What the bill says and the number of votes needed. Are making the time left before the August break short.
What the Market Thinks About It
Polymarket gives the bill about a 37% chance of passing this year. This chance shows the market thinks the time is tight and the path is not clear. If the bill does not move before the break it will be considered again in September or later which means uncertainty for the industry.
What Could Happen
outcome for the industry: The Senate starts talking about the bill before the break and the ethics rules are handled in a way that keeps enough Republican support to get 60 votes. This would bring needed clarity.
Negative outcome: Delays and not solving the ethics issues push the bill past August, which means uncertainty and keeping big investors away.
Neutral outcome: Some discussion happens before the break but no final decision is made. This leaves the timeline open. The market chances stay about the same for now.
What This Means
The CLARITY Act has gone from support from both sides in the House to an time-sensitive chance in the Senate. The mix of ethics rules and the need for 60 votes means that progress depends much on how the process is handled as on what the bill says. For people who are involved in the market the 37% chance, from Polymarket shows the time and the remaining political problems. The next two weeks will decide if the rules come this year or wait for a session.
