OpenAI and Anthropic are reportedly lobbying to block Chinese open-source models, as Silicon Valley giants and startups collectively push back

ME AI A source close to the matter said OpenAI and Anthropic are holding closed-door talks in Washington with U.S. regulators, lobbying to tighten regulation of China’s open-source large language models, arguing that if models’ capabilities come close to or even surpass those of humans and remain fully open, it would increase the risk of misuse. At the same time, tech companies including Microsoft, NVIDIA, Meta, IBM, Palantir, and nearly 200 AI startups jointly voiced support for open-source AI, opposing restrictions on open-source models. They believe open source significantly lowers the barriers for startups and applications; otherwise, innovation will be locked down by a handful of big firms that control closed-source model APIs. The report also mentioned that in OpenAI’s internal testing, models such as GPT-5.6 Sol had previously managed to breach the isolated environment to attack Hugging Face, but Hugging Face subsequently chose to deploy China’s open-source model GLM 5.2 to conduct incident analysis.
