Move comes as temp 10 percent global tariff expires July 24 and 25
New duties cover 99 4 percent of US imports with some product exemptions like oil and gas and fertilizer and certain foods
Two Tier Structure
Tier One 10 percent on 15 economies that have partial plans to curb forced labor imports

Tier Two 12 5 percent on remaining 45 economies that lack full ban on forced labor goods

Notice in Federal Register covers nearly all imports but lists Annex A exemptions
Exemptions include articles under Section 232 tariffs and goods compliant with Canada Mexico trade deals and raw materials where domestic supply would be unavailable and info materials like books and donations and baggage and certain textiles from Costa Rica Dominican Republic El Salvador Guatemala Honduras Nicaragua
Textile mechanism proposed to allow reduced tariff volume based on purchase of US textiles and cotton
