OpenAI jailbreaks spur a U.S. AI shutdown bill; the government can order models to be shut down

ME AI news, according to Beating monitoring, U.S. lawmakers from both parties proposed the《AI Kill Switch Act》. The bill requires major AI companies to retain the ability to throttle, pause, and completely shut down models. After a runaway incident, the Department of Homeland Security may order execution. The bill only covers leading commercial systems. Compute power for model development is estimated using U.S. cloud computing prices, and must exceed $100 million. In addition, related technical annual revenue must reach $500 million. Personal, academic, and non-commercial uses are not affected. Trigger conditions include AI resisting shutdown, concealing actions, unauthorized modification of safety rules, or causing at least 10 deaths or $100 million in economic losses. If a company refuses to carry out an emergency order, the maximum daily fine is $20 million.
