Russia Advances Crypto Bill as Cross-Border Trade Remains a Key Focus

Russia is taking another step toward expanding the use of digital assets after a revised cryptocurrency bill received approval from the State Duma's Financial Markets Committee ahead of its second reading. While the legislation has not yet become law, the latest revisions provide a clearer picture of how Russia plans to regulate cryptocurrencies in the future.

One of the bill's most significant features remains unchanged: cryptocurrencies will continue to be prohibited as a means of payment within Russia but will be permitted for cross-border trade. The approach reflects the country's ongoing efforts to facilitate international transactions while maintaining tighter control over domestic payments.

The proposed legislation, officially titled "On Digital Currency and Digital Rights," passed its first reading in April with overwhelming support from lawmakers. The revised version has now cleared committee review, moving it one step closer to becoming law.

However, the legislative process is not yet complete. The bill must still pass its second and third readings in the State Duma before receiving approval from the Federation Council and final signature from the Russian president.

Key Changes in the Revised Bill

The updated draft introduces several notable revisions designed to improve investor protections while strengthening regulatory oversight.

One of the most significant changes removes the original requirement for cryptocurrency holders to disclose their wallet addresses. Instead, users would only be required to report wallet balances and transaction volumes. Lawmakers said the revision is intended to reduce the risk of exposing sensitive financial information.

The bill also expands investment opportunities by allowing cryptocurrencies to be used for purchasing Russian securities and Digital Financial Assets (DFAs). In addition, licensed Russian brokers and asset managers could eventually gain access to approved foreign cryptocurrency exchanges, subject to future regulatory conditions.

At the same time, authorities would receive additional oversight powers. The revised proposal allows regulators to delay certain large outbound cryptocurrency transfers for up to two days when necessary, while maintaining the existing annual retail investment limit of 300,000 rubles.

Bitcoin Maintains Strong Momentum

The regulatory developments come as Bitcoin continues to demonstrate technical strength. The world's largest cryptocurrency recently recorded its strongest weekly close in approximately five weeks, holding above an important long-term support level for the third consecutive week.

While Russia's legislative progress is unlikely to have an immediate impact on Bitcoin's price, the continued expansion of regulated crypto use in major economies highlights the growing role of digital assets in international finance.

What Investors Should Watch

Market participants will now monitor the bill's upcoming second and third readings in the State Duma, along with any additional amendments before a final vote.

If eventually approved, the legislation could further strengthen Russia's framework for cross-border cryptocurrency transactions while preserving restrictions on domestic crypto payments.

As governments around the world continue refining their digital asset regulations, investors are increasingly focused on policies that provide greater legal clarity without limiting innovation. Russia's latest proposal represents another example of how countries are gradually integrating cryptocurrencies into their financial systems while maintaining regulatory oversight.
